Planning at CQUniversity

Planning and reporting at CQUniversity is governed by legislative requirements. It is guided by an integrated management planning framework and an ongoing iterative process using the (Plan, Do, Check, Act) approach.

Strategic planning at CQUniversity is intended to actively determine the future of CQUniversity and to guide its direction. Additionally it is intended to lead to greater effectiveness in resource allocation and the development of the University. Through the planning process, CQUniversity can:

  • Identify and share its strategic direction and emphasise a differentiated position for the University within the Tertiary Education sector.
  • Coordinate the activities at all levels across the University towards the achievement of the strategic direction.
  • Commit resources for strategies and activities to support planning.
  • Gather and report evidence about progress towards achievement of the strategic direction of the University or organisational unit.
  • Behave proactively rather than reactively.
  • Provide a mechanism for building in continuous improvements and assigning accountability for results.

The Planning Framework

CQUniversity Planning Framework consists of a number of plans which are intended to be integrated, supportive of each other and align with the University's Strategic Plan. These documents are underpinned by the University's Risk Management Policy and the Risk Management Framework and Guidelines which provide the basis for coordinated risk management at the University. The integrated planning framework consists of the:

  • Strategic Plan which communicates the University's direction to its various stakeholders.
  • Key Performance Indicators which specifies objectives and projected targets for the strategic aspirations listed in the Strategic Plan
  • Corporate Plan which identifies specific strategies and targets which are to be achieved during the specified calendar year. The Corporate Plan informs the development of the School and Divisional Operational Plans.
  • School Operational Plans which outline the school's intended activities, measurements and targets for the specified calendar year that supports the University's strategic aspirations.
  • Divisional Operational Plans which outline how each division will implement strategies that support the University's core business.
  • Individual staff plans and objectives (Performance Management (PRPD) which link the activities of individuals to the relevant School/Division Operational Plan.
  • Annual Budget - commits resources for strategies and activities to support the strategic direction and aspirations of the University.

The Planning Approach (PDCA)

CQUniversity uses the PDCA Planning Approach (Plan, Do, Check, Act) which is an interative four step problem solving process typically used in quality control as a precursor to effective management and improvement of organisational performance, and thuse fundamental to CQUniversity's integrated planning framework.
